When this was announced (there is a thread somewhere) it was noted as silvers and above who were on relatively short connections from T5 domestic flights to T3 flights. I am not sure what the time criteria is, perhaps it varies on the day based on resources available? I haven't had it yet but that was with 4hr+ connections.
