As said above, checking "Refundable" filters out Value fares too, even when cheaper fares exists.

NB The bag-allowance can fool you, because basic fare also allows for 1 bag. Instead, check the "Important information" section for the change fee.
If it says "Your ticket is refundable. A fee of €120 is charged for itinnerary change", then you have a value fare.

Only Value fares are both refundable and changeable for fee, AFAIK. Fee and rules differ by departure region, so one should double check with AY pages before committing to a expedia ticket.
