Since one ways between the US and Canada are allowed, there are cars with the opposite country's plates. But since such one ways are NOT allowed between the US and Mexico, there won't be. Exchanging the Mexico car at SAN won't be allowed.

Also, US and Canada locations are usually corporate. Mexico might be an independent franchise.
