You misunderstand how this works. It's not like you tell them that you will only be in Mexico on the pickup and return day and then they take your word for it and just charge you for 2 days of insurance. You will have to pay the Mexican liability insurance for the entire rental period regardless of where you drive.
Additionally, there's this:
Customer must purchase an extension of liability protection to cross the border into the U.S. at $10 USD per day - this amount provides TPL up to $100,000 USD, PAI for the passengers up to $2,000 USD per person and up to $10,000 USD per accident.
You're looking at like $30 in extra fees (plus tax). You could try to fib and get away with one or the other, but then where will you be if there's an accident or some other problem.
