My guess would be that the time of BP issue is determining the status there, but someone might have better information on this.

What is definitely clear, though, is that the departure time of a flight leaving after midnight on the first day of the new membership year, (local date and time ruling) will be credited to the new year.

The exception being if asking for, and allowed, a grace period of 14 days for flights that will enable status qualification
