Counsellor, but I'd have asked the maid if she got the intended tip, and then reported it to management if s/he did not. I certainly do not indend my tips to the working folk to be taken by their supervisor or head housekeeper.
I think you are probably correct in your assessment - and that this supervisor times "inspections" carefully, shall we say.

I think usually the maid gets it (sometimes I'll get a "thank you" note), but at one hotel I left the tip, went to the lobby, realized I had left something in the room, and went back to get it. As I walked in, a supervisor-type was walking out (apparently had checked the room to see if it was ready for the daily cleaning) and the tip was gone. The maid was still down the hall, so I didn't think she got it.
I left another tip, but I'd hate to think the supervisors were taking the money left for the people who were actually doing the room.
