I read on one of the blogs that that spend through 7/31 will be at current rates even if your Amex statement is post 7/31. So yes you should get 1x SPG/3x MR effectively on spend through 7/31 irrespective of your statement date. That said I think there is a possibility things may get screwed up. My statement date is early next week. Not sure yet whether or not I will put more spend on it for the last week of July or not.
