The next time I am in this situation I will be sure to report to real officers and ensure appropriate treatment be prescribed. In my experience it appears the airlines cannot be trusted with this security and criminal matter.
And I can confirm OLCI has a clear button for this purpose, until cutoff.
Edit: I don't know if this button shows up for Tango or basic or "nonrefundable" fares, but last time I flew such a fare it did. I am pretty certain offloading is not the same as refunding, and refundability has no bearing on whether self offloading is acceptable by Air Canada.
