Yes, I clear UK Border at the port of entry, and if (as at LGW) I need or choose (sometimes at LHR) to go landside, I also clear UK Customs at the Port of Entry but only *if* I go landside (but my through-checked bag technically doesn't... yet), but I do not reclaim my bag. Because it's through checked (e.g. Origin-LHR-MAN, or Origin-LGW-EDI), it doesn't even get routed to the carousel.
I collect my bag at my domestic destination. Even if there is no actual separate channel, there is a Customs desk and phone in the Domestic arrivals hall, and you're expected to use that to declare any items which may require inspection or duty paying. That's technically when you're clearing Customs on an Int-UK Dom, if you don't go landside at your UK Port of Entry.
This is the UK we're talking about, not the US. There is no requirement to collect and recheck a bag at a UK Port of Entry.
That's great. I was only quoting what it says on Gatwick website though. If they are wrong....give them a buzz
