This has been my status strategy since PDQs. My travel will always leave me short of the PQDs for 1K, so I use the Chase waiver for PQDs and plate where I get the most RDMs. I've flown a lot of foreign carriers' PE products for full distance based RDMs, and a more comfortable ride. BR is clearly a better choice here, unless you need the PQDs.
