I believe that United made the parameters more restrictive after a number of dogs died on various airlines while being transported. I doubt you will get anywhere with this as your cause is not the same priority as passengers who can no longer transport their animals like in the past and I don't see them getting exemptions as then where do you stop? (everyone believes that their own cause is the most important)
