I've tried a search and a few web sites and it appears that I would have access to the *G lounges in both locations. IAD=RCC and YUL= MLL. Is this correct? Unfortunately you will not have access without buying a day pass. US has negotiated the same opt-out as UA on this issue, in which Canada is considered to be domestic. If you were heading off to the Carribean then it would be a different story, and you would have access.
I think it's terrible but it is a result of the pay-for-access system operated by US airline clubs. In most other places the only way to get access if to have status or a revenue F/C ticket, hence the ability of me, as LH *Gold, to access the RCC and MLL on an itinerary such as yours.
