This is how AA has handled the TLV traffic since killing the PHL direct flight on AA metal... and it's really a head scratcher. I have never been able to get AA to sell me a BA flight in/out of TLV with an AA flight number. I can book the BA flight as a BA flight number on AA.com, but usually only going through Google Flights to get it.
scottmlew, not sure why you're seeing what you are seeing... but some dummy bookings I am running on Google Flights shows J on LY flights with an AA flight number departing TLV in early August.
I saw those as well when booking a SFO/TLV trip for next January, but when sending them from Google to AA they'd fail. I too called to try to ticket them and was told "computer says no." Ended up booking SFO/LHR/TLV on BA (AA flight no. SFO/LHR, BA flight no. LHR/TLV).
