Looking for data point of churning

T&C says:
offer is available for first-time upgrades to the new business platinum card only and for one card account only
So I upgraded Business Gold to Business Platinum with the 50K point offer on 2016, downgraded this Business Platinum to Business Gold on 2017. Now I receive this 50K offer on this Business Gold again on 2018. But T&C says "offer is available for first-time upgrades". Is this really enforced?
