The law is quite clear, and — for these particular taxes — UA is doing what the law requires. They are collected and remitted to the government well before travel. Your claim would be against the US government, but they’ve essentially decided that these are taxes on the purchase of airfare, not on the act of transportation.

Other taxes may be refundable. These aren’t.
