Wonder if properties have agreements with each other to deal with the hotel equivalent of IRROPS. I suppose in many cases, the hotel operator may have other operations in the same area, even if they are with different brands.
The OP indicated the water outage is pretty localized. How difficult would it be for the hotel to have an arrangement with a local gym or another hotel that should a situation like this arise the hotel can send people there for a shower and the hotel will cover the expense? The plan should have a few scenarios, such as the water being out for a few blocks, in the entire city and maybe the region, and for each if the water is out for a short period or a long period. The hotel does not need to have a generator, the hotel just needs to have a plan, including how to reach out to the guests, instead of having an overwhelmed front desk clerk flying by the seat of his pants.

And like the airlines do, the hotel clerk should be able to quickly pass the plan to the Marriott reservations line so that guests can call there for information. It always cracks me up when there is an airline delay and passengers line up to talk to the gate clerk. I call the 800# and am set before the gate agent has talked to the first person, getting my new arrangements booked while the good options are still available.
