Personally, I wouldn't expect compensation if it's not the hotel's fault. In other words, if only the hotel didn't have water than probably, but if its a city issue effecting the entire block there's not really anything the hotel can do to control the situation.

What I would expect is:
1) For them to call in more staff to assist - 1 person to handle all of it is rediculous
2) To offer to get you access to a local gym/other Marriott property so you can shower
3) If there is no water by noon and there si still no estimate for when there will be water I would expect the hotel to move me to another location for the night - either where I pay the original hotel and they work out the payment to the new hotel, OR I don't pay the original hotel for the night and the new hotel honors the same rate I was paying for the night I move.
