on a non-refundable ticket, you get a credit of the entire amount paid - IME, including taxes and fees. So if my initial purchase, all-in, was $400 (including taxes, and fees like PFC, etc.), this always comes back in the form of the value that remains for me to use. I have to pay the change fee to use that value again, but I have it to use.

Not sure how a refundable ticket works, as I’ve never bought one. Though I agree the taxes should be refundable. The government (in general) takes a lot of views I don’t agree with - if you want to fight it, feel free - that’s what the courts are for (and good luck with that).
