I have no answer to the question, but the same happened to me in the USA. I had jumped a red traffic signal/robot and eventually the rental company passed on the violation notice, together with an Admin fee for processing it.

I had a nightmare trying to pay, and eventually emailed the local Chief of Police. I got the help I needed, and also a free tour of their new Police HQ escorted by a Lieutenant! Apparently they were amazed at my honesty, and my efforts to put things right. I did NOT want an issue at the US Border the next time!!
