Exactly. If flying DL from an airport where Skyteam or a Skyteam member has a lounge (CDG, AMS, LHR, etc) you have access regardless of class of service. If flying DL in business class you’ll have lounge access to a third party lounge.
If flying another Skyteam airline, you’ll have lounge access regardless of class of service.

So for example, departing CPH on DL in economy - no 3rd party lounge access. Departing CPH on AF/KL in economy, you’ll have 3rd party lounge access.

On thing to note, some airports have a Skyteam lounge, but you might not be able to access it if flying DL. Typically this is the case when AF/KL have a lounge in the intra-Schengen section of the airport, but the Delta flights are in the non-Schengen section of the airport.
