Are you starting the search on united.com but paying with a Canadian credit card, or starting on united.ca and paying with a US credit card?

UA will change the point of sale of the transaction to match the credit card billing address, and that can cause the fare to be recomputed.

I​​​​​​if it turns out to be true, yes. As a US-based carrier, UA is governed by DOT regulations across the entire company.

ETA: I’m seeing the same thing. The issue doesn’t have anything to do with the taxes and fees; it’s just calculating the fare incorrectly. You can tell because the ‘lowest’ column is higher than the ‘selected fare class’ column, and if you look at the details, you can see that the PQD for the ‘lower’ fare is actually greater than the PQD for the ‘higher’ fare.

Although this is more of a mistake than a misleading advertisement, it still falls under the DOT guidelines and should be reported.
