Offering? They aren't offering anything. They only pay up if you call them out on it, and only if its a clear-cut case.
Probably only a small percentage of pax file claims for the money they are entitled to by law.
AC859 is delayed 14 hours today. If everyone claimed their compensation, this alone would cost AC $200k+, so not a surprise they play dumb with EU261, until called out on it.
