Seriously, when will hotels learn that this kind of "if it's Tuesday and the first guy I see is wearing a green hat" way of operating is no way to run a business. One reason people pay the inflated prices for chain properties (in countries where much cheaper options are available) is consistency of service and delivery of so-called brand standards. If they're just making policy up on the hoof (which is what it sounds like from your description) then I don't see any reason to give them my money. What on earth is the thinking behind changing the times of meals and/or drinks on a daily basis? How must guests who have multi-day stays there feel about not knowing when food or drink is going to be served from one day to the next? It's just a crap shoot and the stuff you mention makes me think they have some kind of staffing crisis at present.
