Apparently it's not enough for the account to be older than 90 days and have a positive Avios balance.
We just bought 2k Avios for her account, but the transfer still fails.
It has been a few years since I opened both my accounts and made transfers but I think it was 90 days from the first point earned (I could be mistaken though)
in any case, I tried to move some points from BA to IB today to top up for an award and I also had no success. BA account opened and active since 2012, IB account open and active since 2014.
