I bought my tickets from CO (flying solely on CO metals) to Europe in June 2003, but not flying until February 2004.
Then, the announcement about earning only 50% EQM on lower fare classes came sometime in September or October 2003, with effect as of Jan 1, 2004.
In the end, I only earned 50% EQM. Bottom line, it doesn't matter how far before the effective date you buy your tickets. As long as you fly after that date, you'll only get 50% EQM, just like what the rules stated.
