When I've flown on BA I noticed some passengers had bright orange tags attached to their carry on bags. Evidently the check-in agents will place those on bags, and those are supposed to be put under the seat. They never did that for me, so I didn't have to worry about it.
In practice, it didn't appear that the flight attendants really did any enforcement of the tags. Heck, you could rip it off and throw it away and no one would know any better.
