Your thread title is "best" but this reply indicates you want something quick. Any quick flight from DCA isn't going to feature more than a recliner and snack basket so there's no point in looking for best. As mentioned by other posters if you want quick just buy a F ticket to anywhere close. In addition to the PHL option mentioned by Antarius there is a "D" fare to BOS that books out at $950ish plus taxes. With the hourly shuttle you can get there and back in a morning.
