Not really, except to say that their T&C have always said that the rate has to be available to the general public ie everyone. They have become much more strict in enforcing this, and I have heard of several previously-approved sites being disallowed because of restrictions like the site only accepting customers from certain regions. Haven't heard of a rejection because the site
didn't accept customers from a certain region but that's just the other side of the coin I guess.
