While this may be technically correct, in practice it is flat out wrong.
I was 20 for my first flight in BP and was happily served a PDB and the full wine pairing. Was also definitely served beer on AKL-SIN when I was 16 too...
OTOH I've been asked for proof of age a number of times at the AKL Koru bar.
