Which rule are you referring to? OZ's rule or Star Alliance rule? It's a non-issue for me because I get F lounge access via my OZ status automatically, but from what I've read, provided the onward ticket is with OZ and booked all as one ticket, you will get F lounge access as per OZ's internal policies. It's not something that is generally provided by Star Alliance carriers being it's not a Star Alliance benefit, rather a specific OZ benefit. But if they've taken away this benefit recently, then someone please correct me.
