It would be the Department of Transportation, and I urge anyone who is able to document this and continues through to a purchase to file a DOT complaint. The rule was very specific and intended to prevent airlines from advertising misleading fares (e.g., EWR to CAN from $99* -- * each way, based on a round-trip purchase, plus taxes, fees, and fuel surcharge) even though the correct price is displayed before booking.
