It seems clear to me that if Chase ever closed your accounts, then in the future, if you get back, they will shutdown you again.
I was shutdown by Chase first in 2013 for MS. After that I was able to get back, but they would eventually close account 6-16 months later. It does not matter if you do MS or not. My last shutdown happened last week, my accounts were alive for 16 months. I hardly used them after getting a sign up bonus, just small charges. Minimum spend was done organically. No increase of utilization overall (0-1%), occasional credit card application (once per 3 months or more).
Calling to EO did not help, they decided not to reinstate. Really hate them.
