Hertz is in the parking lot across from the terminal at PDX; I returned a car around 9:45 pm on a Saturday about a month ago and I was checked out by the return agent and in the terminal in about five minutes. If there is a line of cars, you could always do an Express Return.
The 7-11 just outside of the airport had decent prices for gas.
