SF has the lowest gang activity of any major(ish ... it's SF) city I've lived in. If anything, it's all these bums causing yet more problems.
In the 00's I lived in SF for 4 years and parked on the street and never had my car broken into - SF had serious homeless problems back then as well, but car break-in's weren't the issue they are now. I don't think it's the homeless - I think it's career criminals who are taking advantage of SF's soft crime enforcement.
