Unless he was never going to use the card why would you lower it under $5K.......credit utilization could quickly become an issue.
The only reason most people here lower credit limits is to increase odds of IA on their next application.
When it comes to Chase business I never lower limits, I cancel the card and transfer the credit to my INK then have Chase move credit around to get my next business card.
