Absolutely! One caveat - we arrived very early in the AM (0700) at SFO and found that we would not be admitted to the International Terminal until 0800 or so. Unfortunately, that meant we couldn't get to the United 1st Lounge until them either. Once in the Int. Terminal, we found that the RCC was open, but the 1st Lounge wasn't. I think we waited another 1/2 hour or so. Someone here should be able to tell you the usual hours.
You may find an Arrivals Lounge in CDG that you could use, if you aren't leaving the airport immediately on arrival.
