People who churn credit cards often lower their credit limits. $7k might not be what was originally extended.
I would bet on that fact as wasn't the minimum CL for the Ritz 10k
And in addition the CL might have been higher a while back but the cards were cancelled and the CL not moved and/or the income lower / credit score lower at time of approval.
