Are you trying to book this as a Star Alliance award or looking to force SQ as the carrier? In my mind the most efficient option would be on TK via IST. If you try to do US-IST and then something like IST-SIN-MLE on SQ you can run into issues. YMMV, either way, better to call.
Also, if you book this as a one-way *A award using KF miles, for sake of it, there is no stopover allowed, only transit in IST.
