I think I mentioned it on some other thread, but needed to call in a couple days ago and was pleasantly surprised by the experience. Hold time was a minute or less. Agent was competent and quickly made the reservation that I needed to have done (using cert).

Perhaps I was just lucky, or maybe they have turned a corner on this...?
