You need to apply for the rights to sell tickets. That is what fifth freedom means. The countries involved are free to allow or deny.

You can charge as much or as little as you like. But you have to clean the aircraft so that the passenger boarding next doesn't have to sit in the mess made by the prior passenger. Some routes aren't worth the effort, assuming you managed to obtain the 5th freedom rights.
