They didn't quote it right (in fact it's sort of just the opposite, the brand new rule) but, yes, it's part of the new changes to SDFC-- and there was a fix to this a couple of days ago, if you’ve been upgraded, the agent needs to downgrade you and then change flights, but this new process is very recent, will undoubtedly require tons of HUCA (and still probably won't work as well as it should.)
