How is this chain specific? A lot of bad locations do this, highly dependent on scummy franchise holders, etc. I've had the misfortune of an Enterprise/Alamo/National franchise location do this in New Zealand, they hit you up for all sorts of unrelated damage leftover from earlier renters if they can get you on anything at all.
