Never mind about mobile. I guess it is just certain countries, like island countries. Solomon Islands, $1.7.
I do recall Maldives being super expensive too (if you need to reach a hotel call the chain's toll free number and get them to transfer you, or speak to the hotel themselves).
My guess is that these hotels that provide the free mobile have a listing of the free countries. I doubt it's every call to every possible phone in the world.

Even with some reasonable limits and a pass-through of the cost of a VoIP call to an expensive country, it's still a nice service to have. In most places these days, I can find Wifi and use my own Skype even if I have no cell service, but this is more convenient.
