YUL is certainly not sterile.

YYZ also requires going through CBSA even for international to international transfers, unless the YYZ employees screw up and let you bypass this. I believe I posted about this after somehow managing to bypass the whole process a while back.

I can't speak for YYC, as who in their right mind would connect there
