Your information is somewhat out of date with regards to Canada, where there is now sterile international transit at YYZ, YYC and, I think, YUL. For the most part, it's quick document check - not the same as a customs interview/inspection - and no need to reclaim bags.
YUL is certainly not sterile.
YYZ also requires going through CBSA even for international to international transfers, unless the YYZ employees screw up and let you bypass this. I believe I posted about this after somehow managing to bypass the whole process a while back.
I can't speak for YYC, as who in their right mind would connect there
