Seems the city/facility fee is spreading out across the USA the last 12 months. Why do elites want to pay a fee for the free internet etc already provided. (as against a city tax that goes to city/country not hotel eg Belgium)

If introduced after your reservation made, then hotel cant/wont charge you the fee so dont worry about it

Of course hotels do this instead of adding to base room rate to look competitive on rates, my annoyance is when hotels charge on award nights.
