Global Entry Enrollment on Arrival
You need to arrive from an international flight at a participating international terminal. Not from a pre-clearance airport like YVR, you will arrive at a domestic terminal.
YVR is, however, a global entry on "arrival" airport (
link), so you can do your interview when you go through preclearance if you're already conditionally approved.
