What you saw is fairly typical particularly on MF crews, who are I guess more recently trained to do this where First and CW use 2L and 1L is not in use. It's not consistently applied, and sometimes, particularly on Legacy crews they "read" the First cabin may not actually be in a huge hurry to leave and therefore holding up the CW regular who is well organised is not going to work too well. So what you saw is normal but other crews will perhaps play it with pragmatism.
