Yes, Uruguay is best in their Summer time. Try Punta del Este, the beach resort town. It's wonderful, and stop at Casa Puebla on your way there.
Montevideo is a smaller version of Buenos Aires, but less crowded and very clean. There are many nice restaurants and night clubs there. For Uruguay it helps to speak Spanish, as the country is not as bilingual as other Latin America countries.
