The IAD model seems to already be inviting select 1K in premium cabin international itineraries, plus GS + 3 cabin F. I'm sure it will continue that way, unless the GFL is the intended space for the PL. In that case it will hopefully close at some point in preparation for the new facility.
The international lounges still get a volume of partner F traffic, especially LHR/HKG, so to augment that, perhaps we'll see a similar policy to IAD of inviting some premium cabin 1Ks from time to time. I can see the upper level (F lounge) at NRT being subsumed into the basic UC product, too.
