Utilization is a factor in calculating FICO scores, but
card delinquencies are increasing and Chase is probably testing an algorithm that looks at
other factors to predict default.
It could be a simple test: customer who carries a balance tries to open more than one new line of credit. The algorithm isn't looking at rewards, only at borrowing.
